Unsure what this is - White blobs on tail - Doesn't look like ich.

First post on here, so first of all, thanks to anyone who will take a look! Apologies for the high-ish Resolution of the pics, I thought it better if you can see a little clearer.
I'm fairly new to keeping fish, but have read an awful lot, and I do try and do things in a considered manner!
Tank Specs,Water Parameters etc. are at the end of the post.

The Fish
Here we have the interesting case of our Dwarf Neon Rainbowfish (Melanotaenia Praecox), Dixie:

As you can see, she has some rather worrying marks on her tail which have appeared in the last few days, although we only noticed it last night. She appears to be breathing quite fast. She is fairly active, but not so much as our other dwarf neons. She is however taking food with no issues.

To my eye, this looks nothing like any photo of ich I have ever seen, but after that, I am at a loss as this is my first sick fish, my only other thought was the early stages of finrot. However, two weeks ago we did have a glass bloodfin tetra randomly die with no apparent cause - was eating well, swimming fine, no strange behaviour that we could see. I came down one morning and it was just floating sideways on the bottom!

Anyway, I digress. Does anyone know what this could be?


The Kit
Our main tank has been set up now for about six months, with no issues. It was bought second hand, and came with a fair few bits and bobs from the previous owner, so I have a few medicines on-hand:

Interpet Anti-White Spot : Active ingredients - Malachite Green, Formalin
King British Disease Clear: Active Ingredient - Silver Proteinate
Love Fish Anti Bacteria & Fungus: Active Ingredient - Phenoxyethanol
Epsom Salts

We have two tanks - a 180 litre Juwel as the main tank with a community setup, and a 30 litre Aquastart as a Quarantine/Hospital tank. Both have cycled filters and are up and running and both have airstones for extra surface agitation/water oxygenation


The Dilemma
Dixie is currently in the main tank, while the QT is currently hosting new fish: three Peppered Corys, two danios and a petricola cat (Pygmy Lepoard Catfish), who have been in there a week. It also houses a quarrelsome male dwarf neon rainbowfish whose fin is healing up and has been in there about a month. The fish in the QT are all active and showing no signs of disease thus far.

So, do I either:
Transfer Dixie into the QT and leave the new fish in there with her, and treat the QT.
Put the new fish into the main tank, and isolate Dixie in the QT and treat her there.
Leave all the fish where they are, and treat just the main tank, but potentially expose my other fish to a pathogen.

Any thoughts on this?



Tank Info and Water Params

Both tanks use dechlorinated tap water and have no live plants and recieve no direct sunlight. The QT has a smooth gravel substrate, and the main has both gravel and sandy areas. The main also has two medium-sized chunks of bogwood and some slate. Pic of main tank is below, as you can see, quite a bit of plant cover and plenty of hidey holes:

Stocking in the main tank is as follows:
Zebra Danio x 4
Platy x 2 (To appease the OH!)
Glass Bloodfin Tetra x 5
Boeseman's Rainbowfish x 4
Dwarf Neon Rainbowfish x 2
Siamese Algae Eater x 2
Zebra Loach x 3
Green Laser Corys x 3
Bristlenose Pleco x 1

In terms of food, these guys get:
Daily: Brand-name flake and Brand-name catfish pellets
Every other day: Algae wafer
Roughly Weekly (on different days): Cucumber, freeze-dried tubifex, frozen bloodworm
Occasionally: Brine shrimp from LFS (last time was ~1mo ago)

Most of the fish aren't at their adult size yet. The most recent addition was the Pleco, about a month ago, before we got the QT.

Filtration on the main tank is via the Juwel internal filter. I only run it with a polypad pre-filter, two fine sponges and two coarse sponges. Maintenance routine is:
Weekly: 20% wc, rinse polypad out, vacum gravel.
Monthly: 20% wc, replace polypad, check powerhead impeller.
Bi-monthly: deep-clean gravel esp. areas under bogwood/among plants, rinse half of sponges.
