I live 40 minutes from the Atlantic ocean and 5 minutes from the Chesapeake Bay. Could I get salt water from the ocean to put in a SW tank?

Unless you have a way to collect water many miles off shore, I wouldn't recommend it. You would run a fairly high risk of introducing pollutants/contaminants into your tank. The 'natural sea water' that my lfs sells comes from 5 miles off shore.
