Considering adding a Valentini to my new 40breeder FOWLR setup.

The current livestock I have in there now:
1 emerald crab
1 Scissortail goby
1 damsel

Everything I've read says I'm good to go, but wanted to ask you guys first...

Your good but your CUC and crab are fair game. Also, the damsel may be a jerk but the puffer should put him in his place.

LOL The damsel's a jerk alright, but I don't think he should give the puffer much trouble due to his size.

Depending on the personality of the toby the Scissortail may become more cryptic.

The emerald crab should be fine as long as it isn't an overly aggressive toby. Even then, I doubt it'd do any permanent damage, although it could make the crab hide more.

The damsel is hopefully smart enough to not attempt to establish pecking order...

Tobies have a rather wide range of personalities, even for puffers. Homicidal is rather rare, but possible if you get a bad one (usually the picky eaters...if it is skinny or doesn't go after food then pick a different one). If you get lucky the other end of the spectrum is possible, where they won't even go after the CUC. Usually you get somewhere in the middle, where they go after inverts when bored but won't annihilate the CUC. The good thing is they do seem more prone to good personalities, with bad ones usually having a reason behind it (picky eating being a big one, leading to starvation and desperation).

Thank you Khemul, those are some interesting points I hadn't considered. Homicidal how? Like becoming too stressed and releasing a toxin that kills the tank, or just eating everything...?

The damsel is actually a lot friendlier than the others I've had before. The scissoryail is a big chicken, I can't imagine him being any more cryptic than he already is...

Also...Are there any tangs that would be ok in a 40 breeder? I've heard that most tangs are not appropriate for anything under 55gallons, but what about a Scopas...?

I wouldn't put a tang in a 40B, and if I even got one for my 75, it would be small.

I wish there was but a 40B just isn't well suited to keep any tang long-term.

Tobies dont release toxics. They can nip though. It isnt common but a puffer nip can do a bit of damage. Usually only if you get one prone to hunger strikes.
