I don't have any added CO2, but it seems I have the other two.

Of ferts, light and carbon, whichever is least available to plants will become the limiting factor for growth - in other words, if you were to add CO2 (or a source of carbon like Excel, though AFAIK it's not as effective as CO2), you'd see the growth take off
