Okay, so this is only remotely related...
Last night on the news, they were covering a story about a shooting in a mall. One person was killed, 2 more injured, 2 taken into custody, blah, blah, blah. The reporter actually said "One woman has been deceased." Ummm...Isn't she deceased anymore? "Has been" reflects a past tense that no longer applies: Ie, It has been raining, but it's not now.
