the 40 gal that I have been given (i have just set this up and it is currently cycling) has a flourescent light that has a bluish type light it gives off. Is this a special type of light and will it be harmfull to the freshwater red parrots that I have also been given??

Check the bulb itself. Should have markings/stamping on it. Could be a antinic saltwater bulb like Jpap said.

Depends on the tank I run 10,000K powerglo bulbs on my freshwater to enhance the colors of the fish. My tank is unplanted so both 6,700k or 10,00k don't really do anything harmful or beneficial to the unplanted tank, just a personal preference.

Yes, the actinic is designed for saltwater, but it won't hurt freshwater fish. My light came with an actinic and 10k bulb which is just fine. When the actinic bulb burns out i will probably replace it with another 10k, or some other spectrum bulb.
