I have a generally small tank of 36g.
Which types of fish (about or a little less then 3 1/2 in) would do well with a snowflake eel and lionfish.

First off, 36g is too small for a snowflake eel, he may get up to 30 inches, nevermind in there with a lionfish... way too small. I have a snowflake myself, right now he is in a 75g with 2 clowns, a coral beauty, wrasse and a few others. Im setting up a 55g just for the eel. I dont want him going after my smaller fish when he gets bigger. Hes about 10-11 inches now and is eating silversides that are bigger than some of my fish. The more he eats the more rapidly hes gonan grow. you may want to look into a bigger tank for the eel.

My tank's about your size, too. I've come up with:
Half-black pygmy angel (4 inches)
Royal Gramma (3 inches)
Fiji Devil Damsel (3 inches)
Pair of percs (3 inches each)

I'd love to have a snowflake eel, too, but that's another day, another tank :)
