If you're interested in something colorful and a lot hardier than tetras, try rasbora espei. They're a little smaller than a harlequin and more colorful. They have the same black mark as the harlequin, but from the gills back, their upper body is a bright pink.

I would do a dozen tetras and live plants - even a 10 gal can be impressive nicely aquascaped. And you don't need to get crazy lighting systems for live plants. I use 2 screw-in fluorescent bulbs (like $5 each) on my planted 10 gal. I have to prune my anacharis every other week, and my corkscrew val and swords grow like weeds.

They're a very cool fish. They live in a community, don't eat their fry and are always digging around and rearranging thier shells. Very interesting and fun to watch fish. If you start with 1 male and 2 females in a 10 gallon, you will soon have a nice little community of various sized/aged fry all living happily together...lol.

They get along with each other rather well for being a cichlid. This group I have is in a 20long and there are two seperate groups in there. The main group takes up most of the middle area of the tank, while the other, less dominant female has chosen a smaller section off to the side for herself and her brood.

I definitly recommend them...they will do just fine in a 10....
