what is this white stuff all over my tank?

    What are water parameters? Could be something precipitating out--calcium, maybe, though that would be odd.

    Agree with the above. An abundance of this type of algae or diatoms is pretty common on a new tank and should subside with water changes. Then you regulate it by reducing lighting and feeding if need be.
