What month should someone add goldfish to an outdoor pond in cemtral Ohio?

I know goldfish are hardy but we're hitting lows in the 30s (F) in Ohio around this time of year.

What's an ideal water temp to add goldfish to an outdoor pond if we're getting them from 70° water?

Goldfish can live in water that is frozen over as long as there is enough water for them to move and get oxygen from.
