This is kind of vague, but it has been a while since I saw the movie.
It is about two guys who are brothers or friends and shoot rifles for sport (olympics, etc.) I think they are from Czechoslovakia or Ukraine or somewhere like that. Anyway some war breaks out and they end up on different sides. I guess the protagonist discovers his friend is on the other side when they pull a bullet out of a civilian that was shot in the street and he recognizes it. I think the bullet was black. Then he goes to see him by sneaking into the enemy camp, and his "friend", the antagonist, saw him sneaking in. They have a dialog, then he sneaks back out of the camp.
That's about all I remember. I imagine it was released in the mid, possibly early, 90's. I doubt it was ever a "major" movie.
I remember watching it a while back and it has been driving me crazy. I have been wanting to see it again.
