I believe I have experienced the phenomena Doug is referring to.

My first tank with plants was a 55g I placed some wisteria, water sprite, anubia and java fern in. It was moderately stocked and I kept ~110 watts worth of T5HO lighting on the tank for ~8hrs/day. Filtration was a Sunsun 302 canister and an smaller internal powerhead/sponge type filter at the time. There was very little surface agitation with this setup, the way I had the filter discharges set several inches below the surface. The wisteria and water sprite grew at a rate such that I had to throw out overgrowth every week.

When I added a HOB, the growth all but went away, regardless of me adding a "liquid CO2" source.
