Hmm, I think for a single purchase of 1 fish it would be my F8 puffer which was $7 or $8.

For a group of fish, it would definitely be my group of 20 Diamond tetras for like $80. Second place, I think, would go to my group of 5 krib fry (with bonus pair of young kribs) for $34.15 shipping included. Btw, they are awesome. I just got 'em 2 days ago.
