When to change power compact light bulb

Hi, I bought a used Coralife pc light fixture about 3 months ago, have no idea how long it has been used prior. I wondering when would the light bulb need to be changed? What should I look for? Thanks
 
If your growing plants, they say your supposed to change the bulb annually if not bi-annually. If its a fish only tank, I'd wait 'till it burns out.
 
Right now it is quite heavily planted. The cabomna and ambulia are not doing well (red algae all over and it has not grew in a month and a half except one or two new stem at the bottom). I guess they are the most light-demanding ones among the plants I have. The other plants are green hygro, sunset hygro, rotala indica, compact sword, wisteria, crypto petchii, dwarf sags, water sprite, vals). The others are doing okay except the sunset hygros are losing the redness and the rotala has minimal pink. My tank is a 38 gallon (36 x 12 x 20h) and I have a 96W PC light, with red sea CO2 Bio generator and eco complete as the substrate. I dose Flourish and Flourish Iron according to the seachem dosing chart.

I know it could be insufficient CO2 and/or fertilizer. But I just want to make sure the light bulb is working fine. What could I do beside replacing the bulb? :)
