White fuzz floating on water surface

Hi, has anyone ever had this happen to their tanks before? I noticed that I have some whitish fuzz floating on the surface of the water in my aquarium. I've been doing weekly water changes but it still seems to come back. When there is no current in the aquarium, they just float without any movement. With the current, the fuzz sways to the direction of the current. I have no algae problems that I know of either...

Any help would be appreciated.

fuzz.... or film? Film at the top is natural.. prevents proper airation of the aquarium. Never heard of "fuzz" though.. sure someone here has had that problem before:)
 
Well, it looks fuzzy, it is definitely not film. There is fuzz which is about 1mm in length floating around on the surface. I'm really stumped because there have been no new additions of any kind for months now and I'm very religious about weekly water changes.
