White lips?

I have a new male swordtail. Today his lips look white. Is it a disease or an injury? Everyone else in the tank is great. I've only had him for a few days?
 
Hard to tell. Does it look like puffy cotton or just white colored?

I have a few fish that have had white around their mouths for a long time. At first I was worried that it was fungus. But I am sure now that it isn't. Fish are fine and that is the only white on them.

I have a 180 gl tank with
4 swordtails 2 orange 2 red
16 neons
3 angels
2 red tip cats
1 beta
3 large plecos
about 40 baby swords in breeder tank
I just switched over to small tropical fish from 3 large oscars.
The sword has since passed. Can a fish swallow something and choke? I found out my son fed them small cichlid pelletes instead of the flake food I have. No other fish looks even remotely ill. It was not puffy at all. Just like the lips lost the color.
