White spots on fish

Is it automatically ich?

We're talking 1-2 very small white dots on 1 fish. They weren't there yesterday. These are the first fish in my tank since I lost two clowns in August.

No its not necessarily whitespot, possible but whitespot usually presents as lots of spots. 1 or 2 spots on one fish is usually something else especially if the next day there are no more. With whitespot you'll usually notice many more spots the next day.

Are the fish glancing off rocks, breathing more quickly than usual, not eating as normal?

Most of the time when I see just a couple white spots and then observe closely it turns out to be grains of sand stuck on their slime coating and come off within a few hours. So I agree, observe closely and if no more appear and they disappear, it was probably something else.
