White stuff on fins?

White stuff could be fungus or bacteria. Is it white and stringy? likely fungus. Is is white and slightly fuzzy? Could be bacteria. A picture would be helpful, if possible. The two are treated differently. One thing that is good to do in either case is to make sure the water is in good shape. (0 ammonia, 0 nitrIte, low nitrAtes)
