Will CO2 be a replacement for weak lighting?

Hello, I'm almost ready to buy a double flourescent tube strip light so that I have 1.5 watts per gallon for my plants. As of now I have .75 watts/gallon. I have recently read something that CO2 injection is an alternative to more lighting. Is this true?
 
No. Adding CO2 alone will not take away the need that plants have for light. However, it does become necessary to add a carbon source when lighting gets to a certain level, around 2.5wpg, give or take.

Raising your lighting to 1.5wpg with no CO2 is better than having 0.75wpg with CO2 added.
 
Sufficient light and CO2 are both required for plants. In photosynthesis energy from the light is used to convert CO2 and water into sugars, the plants' food source. Therefore you can't compensate for a lack of one by increasing the other--without both light and CO2 the plants starve.
