will tail grow back?

I picked up a handful of neon tetras to add to my recently reset-up tank and relized when i got them home that one has the bottom fork of his tail fim nipped off- they were in with larger danios and other tetras so i'm not surprised but i've never bought a damaged fish before so will it heal or is he doomed?
 
As long as water conditions are good and the other fish don't harrass the injured one too much, it should recover onit's own. Depending on the amount of damage, there may be some deformation of the new flesh, since a missing ray will result in waves. Generally, flesh regrows, but cartilege and bone do not.
 
Once I had a fungus problem in my tank and my butterfly koi was almost finless. After healing and keeping a excelent water quality his fin have grown back to their usual 2" long.
 
i bought a betta with the lower half of his tail totally gone. its been about 2 months now and its twice as long as i was when i bought him. not totally grown out yet, but getting close.
