Working on a comic storyline, and need some suggestions

I'm working on a storyline for a manga style comic I'm doing. Here's a short descrption.

Far into the future, cities have taken to the skies since they can no longer expand, and genetic mutants have become more common among humans and the experiments they create. The story centers around two characters; one, a young woman who leads a normal college bound life during the day, and another at night where she allows her own mutant powers to show; the other, a young man who has spent most of his life as a professional theif and who is an escaped genetic experiment meant for military purposes. They both wind up crossing paths when the thief ends up being followed by someone and he decides to stick with her for a while until it becomes safe enough to resurface again. Eventually, they begin to learn more about eachother, and even become fond of one another. But they hold back their feelings for fear of the other getting caught up in their own sorted troubles.

There is more to the story than just that, but I don't want to spoil it. :p:
I need some advice on how a military organization would go about tracking down a lost experiment or top secret weapon, because honestly, I have no idea how they would go about their discretions. Anybody who might know about these things, give me some ideas here. Thanx. ~Angela:)
 
That far in the future I think they would be able to track any invidual(human/mutant/animal/etc.) by it's unique DNA, even from a distance. Like everyone being a tracking device simply by breathing and having skin flake off and being carried in the air. It would make it difficult for anyone to shake pursuit.

But maybe you could throw in something about him still mutating and his DNA is slowly changing. So the longer it takes them to catch him, the more difficult it is for them to detect him.
 
Well if "they" are creating mutants, it only makes sense for them to have "Mutant Trackers", they could track with smells (Pheremone tracking), psychic aura, psychometry (psychic history of innamate objects, "Hello Mr. tree, have you seen a mutant?"), Telepathy (reading the minds of others for sightings) and Precognition/Clairvoyance.
 
Thanx a bunch!:) I'll use both those ideas, their great ones too. I just got stuck there trying to figure it out, but it's always good to get suggestions from outside sources to make sure things add up in the story. Thanx again guys.~Angela
