Would this work for a community tank?

Some of the angels can get pretty big, you might be overcrowding...

Well what about this combo:

4 Cockatoo Dwarf Cichlid (1 male 3 females)

3 Marbled Hatchet Fish

10 Lemon Tetras

Looks good...if 2 dwarfs pair off to breed, remove the other females and keep just the pair.

Slappy Mcfish, I was reading some caresheets on this particular cichilid and the male has a small territory and all the females within it are his mates, the females will somtimes accidently switch young and not even notice. The male will guard the main territory while the females will all help guard the eggs/fry.

True...I've kept and bred these guys before and you may or may not see aggression in a 30g tank(good size for a harem). If all remains well, then keep the other females. I usually just kept breeding pairs of dwarf cichlids...but they were in tanks anywhere from 10-20g. Certainly larger tanks will support harems and/or multiple breeding pairs. Just be sure to provide each female their own cave/flower pot to hide in.

Slappy seeings how you have experiance with these fish do you know if they would bother the tetras or hatchet fish or visa-versa, and if they will is it going to be major like slaughter or just a little chacing the fish away from the nests

I think that my tank is a 30 gallon, 30inches long 12wide 22tall

If your tank has those dimensions then you have a 37 gallon tall (the tank I am saving up for).

A biotope would be really cool, and Cockatoo Dwarf Cichlids look really cool.

The Apistos shoudln't bother the hatchets because, the hatchet fish are surface fish and the Apistos are more bottom dwelling.

If your cichlids breed then your tetras may have a problem...but given the amount of room and providing you have plenty of cover for the tetras, I wouldn't worry about it too much. I had a redtail shark take out a school of Lemons before...so I'm sure a fiesty pair of dwarf cichlids are capable of doing so, as well.

That grouping of fish sounds better to me. Also more eye pleasing if you ask me. Just my opinion! :)

On the Angel community, I think the tetras would be fine, just make sure they're not young and small when the Angels are big. Rather, the Corydoras and Swords might not fit so well. Loricarids are good with Angels. A nice simple community would be:
Angel Fish: 2 (12")
Black-Skirt Tetras: 5 (13")
Bristlenose Pleco: 1 (6")
A headstander would be cool, too.

For the Apisto tank, I'd probably go with Cardinal or Neon tetras rather than Lemons. Anyway, this would definitely be a pretty cool-looking tank.
