The fixtures are run on ballasts set to a fixed wattage. I'm not too sure what the bulbs you're talking about are, but if it's a 2 ft. bulb, it should be 20w. If it isn't, or isn't very close, you'll have a really hard time getting what you want from the bulbs.
Plus terrestrial bulbs can be pinkish, since red light travels just fine through air.
