I've never used it but from what I've read on here it seems to work for some and not for others. If you type it in the search function at the top you'll come up with many threads regarding Bio-Spira.
You can also cycle your tank with live rock or shrimp.

I have used bio-spira and it does work but I would never call it a replacement for a cycle just a little booster. However it did not work well enough for me to keep useing it on other tanks I have set up since. When I did use it I went with that and a fishless cycle, it completed in 2.5 weeks.

I had great luck with Bio Spira. The ammonia levels were down the day after they spiked. They stayed down from then on as I did daily tests. I think its effectiveness is due to if it is chilled properly. That being said you have transportation to worry about, and the ding dongs at the pet stop that might not chill it quickly enough or even chill it at all. The key is to keep as much bacteria in there alive as possible, and unfortunately there are many factors(not including you) that can ruin the batch you get.
I have to say, Bio Spira was very fast and effective when I cycled my first FW tank. Ditto on the importance of keeping it chilled. Make sure you get it from a decent place that knows haw to store it.
If you are setting up a marine tank do not shortcut the cycle. With SW this is the most important step to establishing a healthy tank. Go the fishless cycle route or live rock to cycle your tank route. The more live rock that your are able to purchase will more than likely shorten your cycle time.
