IS this velvet?

I have a 55 with only 3 cichlids in it, my yellow top which is about 3 inches mouth has had some white coloring on it, i figured it was from digging, but today theres more on the sides and his fins are damaged. I am assuming that the fin damage is from my blue zebra who is way to agressive and used to attack everything but hasn't since there was only 3 in the tank.

Is it possible for velvet to have afffected one fish and not the other two??
and if it is velvet whats the cheap way to fix it if I even need to
