do i need an out piece 4 the valve that sticks in the water for a Fluval 403 Filter?

For the water coming back into the tank- no you do not need an endpiece.
For the water you are pulling out of the tank- yes you need the endpiece- it keeps fish from getting sucked in.

Unless I misunderstood.....
