Remodeling... Need suggestions

So in my 38g I decided I want to do some remodeling. The problem is I have fish, and almost a full carpet of dwarf hair grass.
Can I do my remodeling with the fish in the tank?
If I up root all my plants should I count on losing a bunch.
What about the mess that will be made by messing with the substrate?
I guess I'm just looking for some suggestions as far as the trials and tribulations of remodeling a fish tank.
 
When doing major rescaping, I remove the fishes first. The amount of detritus kicked up by major uprooting can't be good for them. Plants should be fine with being uprooted, any damage to the roots will regrow and you shouldn't lose any. Might as well do a major water change to get rid of the free floating waste.
