I came home to him resting on the substrate, he seems lethargic and is kind of pale. Any one have any suggestions?

Just sounds stressed about something to me. Anybody else in there with him?? Last time did a water change??
Dave - post waterparameters (PH, NH3, NO2,NO3 and temperature).
Check to see if anything there is out of whack or has changed a lot lately.
Any new fish? - How long have you had the terror in there, how old is the tank, how large and what other fish are in there and how long have they been in there?
What have you fed lately (anything different?), anything added to the tank(decorations, waterchange,etc..)
How big/old is the fish?
Any visible damage or other on the fish?
Meanwhile : if nothing drastic is found/changed and the problem gets fixed - move fish to hospital tank and give fresh water, raise temperature, add additional oxygen, lower lights . You could add some salt but it is better to have the complete info first.
Meanwhile get an old priest , a young priest and swing a dead cat over your head.:D ;)
