Can you test a ballast?

I've got an older "smartlight" retrofit that quit while I was on vacation. I've got two of the bulbs used (4 pin CF) and neither one work. I'm assuming it's the ballast but was wondering if you could test it out. Anyone know of a way to test the ballast?
