Does anybody know whether izit true that some plc lights claims their 18w is = 100w...
does that mean i only need two of the 18w for my 3feet tank = (2w/gal) rule
 
No, the claim is between the lumens output of a compact fluorescent bulb to an incandescent bulb.

1. Lumens isn't an accurate measurement for plants.
2. the WPG rule is only in regards to fluorescent lighting.

So those 18w PC lights are still just 18w in terms of wpg.
