i know r/o water pure isnt safe to use with fish, and i've seen a product made by kent. called r/o right.
it claims to restore some of the minerals to r/o water that will increase KH and GH.

what's the point of that. i must have misunderstood the product.

to make r/o water safe, cant i just mix r/o with tap?

I use Kent's R/O Right, and things are going great! R/O water is free of bad minerals, but also the good ones.. To filter water that clean, just about everything is removed - good and bad. R/O Right puts the 'good' needed 'stuff' back in the water.

I hear some tap water (de-chlorinated), will also work..

I have been using an RO unit for over 10 years now and all I ever do is add tap water to get the hardness I am looking for. Because RO water is made cold, I just add hot water from the water heater tank to get correct temperature & hardness. Never any problems.

what should i do if my goal is to achieve a hardness of under 2 degree? and a ph of 5.5-6?

In that case I still add just a small amount of tap water but stor eit in a large tank on the top shelf of the room for a few days until it gets the correct temperature. It will be difficult to maintain a steady pH of under 6 with Lake Ontario water. I've bred a lot of soft water cichlids but never need hardness or pH that low. What are you working with?
