Which is better for plants...

I'm downgrading to a smaller tank, and I'm confused about wattage per gallon, etc. Which of the following choices is better for plant growth?

1. Eclipse 1 hood on a 10 gallon tank (15" high) -- 15 watt, 5,000k, 18" flourescent lamp.

2. Eclipse 12 system -- 13 watt, 5,500 k, 13" compact flourescent on a 12 gallon tank (17.75" high).

I plan on keeping the lowest of low-light plants, but I'd like to give them as much light as possible.

Thoughts, comments, opinions?
 
Personally I'd go for the Eclipse 12, slightly more water volume and a taller tank=more stability and easier to scape, more plant options.
 
I'd downgrade further and get a 10/15g tank with an incandescent hood and then use screw-in cfl lights. Cheaper than the eclipse system and more lighting for plants. Use a pair of 10-15w for a low light setup or 20w for more plant variety.
 
Yes, I *know* neither of these options is ideal. Just want to know which of them is the lesser of two not-ideal situations.

It's been a long time since I looked at incandescent hoods & I didn't realize CFL lights fit in them. Guess a trip to the LFS is in order.
 
Most crypts and anubias will grow just fine at your wattage.
