Does anyone know of a online place that sells fish to the general public for wholesale or next to wholesale prices in large qhantities? an example would be like a hundred tetras for my 150 gallon planted tank that isn't going to cost me $1.99 a piece?

Try searching on google (www.google.com). I was looking for yo-yo loaches online and all I did was type in yo-yo loach on the search, and there were tons of places that sold fish. Usually, they were one price for 1, a lower price for 3 or more, and a lower price for 6 or more.
