Filter Size in flow rates?

I checked over most of the posts already here to find something relevant but couldn't and most were referring to brands of filters of which I don't know the rates of anyway.
My question is this.......

I initially had this 1400L/hr internal canister filter which was destined for a 4ft tank but was told that it would still be ok for a 3ft.

Now going by the equation of pumps turning over your tank about 1.5 -4 times per hour. It seems the 1400L/hr pump is overkill. I'm starting to doubt the suitability of this as well now that the pump is up and running and the current seems quite strong along the back wall.

Will this be ok for most cichlids like electric yellows, frontosas etc?
or should I be dropping the pump size down to something like 700-800L/hr.
The tank has no plants just two lumps of driftwood and some cavernous rock.

Was not too concerned about the actual filtration process just the power of the stream coming out the nozzle!!!
Looked like the back end of a jetski when the airline was connected.

I'd swear that the fish would all gather up and off to the sides of the nozzle, just waiting for someone brave to go first and "surf" or "ride" the stream!!

YAHOOOOOOOO!!!

Here is an opinion. If the water is circulating in the tank as a result of the jet stream, then u have a relative quite zone in the center of the tank. Many fish will face into the flow for natural food drifting but not in the swift flow. This way they can dart into the fast flow to get food and then back and not expend too much energy staying in place. Add some food into the fast flow and watch. If they are expending a lot of energy holding you may have to feed a tad extra to compensate for the calories used. This opinion is derived from living on a river and watching fish do their thing.

This isnt about the filter, but I thought I would mention it anyway. Frontosas need a bigger tank than 3 feet, so I wouldnt get any unless you plan on upgrading to a much bigger tank. If the driftwood is real, it would be better out of the tank, because it will usually lower ph to some extent and the africans you mentioned like harder water.
 
I just did the conversions, and that filters has a flow rate of 364 gallons per hour. That's not a lot at all. Honestly, I would get another small filter depending on how many gallons the tank is.
