I have four of thes fish each around 2.5 inches long, they were bought to inhabit the upper levels of the tank, but they spend there entire time near the bottom of the tank.
Temp is 25c, tank mates are very peaceful, the tank is 56 gallon, the current in the tank is provided by a 1000l per hour power head.
Please advise is this normal behaviour

The only reason I could think of any type of danio spending time at the bottom of the tank is because there is food there or they are spawning. If you are overfeeding there will be left overs and then they will go pick at the gravel. Another option is that you don't have enough of them so they don't feel comfortable at the top. If you have enough room I would recommend 7-10 danios. They should eventually become comfortable and stay near the top.
