I just set up a new 58-gallon shell dweller tank but my tap water pH is around 7.1 and the KH is only 4. I have aragonite as the substrate but I will still need to raise the pH and hardness. I know you can add baking powder to raise the pH but what should I add to raise the KH and the GH?

Did you you check th kH and gH after adding the Baking soda? I am 95% sure that Baking soda actually raises the pH because it raises the kH. I am not sure how to raise the gH. I think salts like Epsom also raise hardness, but I'll defer to another person to confirm that. . .
At this page you can read what to do.

When I do a water change should I first mix the new water with baking soda in a trash can to get the pH and the KH up to optimum levels before I add it to the aquarium? If so what brand of trash can would be safe? Thanks.

plastic rubbermaids are usually safe. so long as its not coated with anything.
Just get a clean plastic bucket or something.
Mix all the ingredients you need to add, in a half or one gallon of water. Pour this mixture gradually into your tank within the same time you add new fresh water.
I always use an old goldfish-bowl.
With the bowl placed on top of the tank and a piece of hose, the one used for air pumps, I slowly add the mixture to the tank.
Works great for me.
