How big of a tank would I need to house 2-3 fully grown ACFs?
And how hard is it to breed them?

Probably a 55 gallon tank or a 40 breeder. I've never kept ACFs before so I wouldn't know. You might get a lot of croaking, but no eggs.

my 8th grade science teacher had them. they were always, uh, getting it on but ther was never any eggs for all the year.

I keep my ACF in a 20 long. I've had her for about 3 years. They got a pretty big appetite.

A 30 breeder would work just fine for one or two pairs of frogs. From what I am told, getting them to breed is not hard (they will do it on their own if kept healthy and happy) but raising the tads is quite difficult.
Of course, if you want to hasten things, you could expose the female to the urine of a pregnant woman; this will induce her to ovulate. Fifty years ago Xenopus were a common pregnancy test.
