how many watts/gallon is allowable before needing to have a co2 injection because i would like about 2 watts/gallon, but i dont want to have to install co2

This depends on the plants too. Too low of light and some plants will not survive.

well i was planning on going with mostly low light plants, crypts, mosses, elodea, vallisnea and maybe ludwigia but right now i have 25 watts for a 30 gallon tank which i would imagine is too low for any plants

Yes, a little on the low side.

so with those plants at around 2 watts per gallon, would i need a co2 injection?

With those plants, I wouldnt go too much over 1.5wpg, they dont need high light and you also prevent malnutrition at the same time.

well is .83 (what i have currently) definately too low or should i just stay with that?

because its gonna cost a good amount for me to bump up to 1-1.5 watts per gallon

I would say that yes your lighting at this moment is insufficient for plant growth. I have 2.2 wpg over my 29 that has java moss and fern, hygro, wisteria and amubulia and they are all going wild. What size tank do you have? Shop lights work well and are fairly inexpensive.
