Would no gravel cause the water to become very cloudy and not clear up even with chemical solutions?

If you are experiencing this then it is likely you have a bacterial bloom in your aquarium. If you type in "aquarium bacterial bloom" on google you should get information on it.
do some more water changes and skip the chemicals.
was it a bacterial bloom? new tank?
if it is a bacterial bloom on a new tank, good news, you're tank should be almost cycled. :)
