I just upgraded my planted tank to a 40w flourescant and I want to know if this is powerful enough to allow me more flexability with plants? I would really like to add some diffrent varieties to my tank.

We need to know the size and if possible, the depth of the tank to answer that question.
Example: in a 10 gal. tank, 40watts would be overkill but in a 55 gal. tank it wouldn't be nearly enough light.

So what's the size of the tank in question?

its a 55 gallon tank.

What plants were you looking at to put in your aquarium?

40W on a 55 gallon aquarium will allow you to grow low-light species like Java Fern, Java Moss, and Anubias. If you want more flexibility, try getting two 55W compact flourescent lights or at least three 40W normal output tubes to put over your tank.

If you want to grow a wide variety of plants you probably want something like 2W/gallon. If you go higher, you will have to look into things like fertilizers and CO2, which can get expensive.
