Which is easier for maintenance ?
Will the sand mess with the impeller on a Penguin power filter ?

Sand is easier--you can get critters to cleanit for you, instead of having to vaccum it like CC (same as in a FW tank). Deep enough sand will also help process nitrates--which you won't get with CC. Using sand means you have to make sure intakes are protected, and not put right on the surface of the sand. I've had very few problems with sand getting into my filters, and even then, it is seldom enough to cause a problem. Replacing an impeller or two is the most I've needed to keep powerheads and filters running with sand substrate.
OG is right on the money - I'd recommend sand as well.
