Match temps, dechlorinate.

If it has been a long time since you changed water, change about 20%. If it has only been a week or so, change more, 30 to 50% depending on how close your tank parameters are to the tap water.

Then test water to see what is wrong.

First guess, high nitrates or nitrites.

Yes, as anonapersona said it could be caused due to high nitrites, OR the marks could be left by leeches. Is your goldfish in a pond? Is it new to its home? Check closely for leeches on your fish or on the gravel/ornaments.

Do the spots look like they come from under the skin or is the skin damaged at the surface? *details needed*
 
Check the pH. Low hardness / pH can look a lot like septecimia, especially in fish who want they ph above 7. If the pH is the problem, making it go up should make the streaks go away, but it is likely there are other problems that caused the pH to drop.

Yes, keep up on the water changes.

IF it has been a long time and tank parameters are much different from tap parameters, smaller, 20% changes are in order, but frequently! Every day is not too much, if that is what it takes to get tank water cleaned up.

The objective is 0 ammonia, 0 nitrites, <20ppm nitrate.
