Looks a bit like a brilliant rasbora to me (Rasbora einthoveni)

EDIT:
I take it back lol! After looking at your pic again...i noticed that BRIGHT red hehe. don't know how I missed it.
I believe its a redtailed rasbora:

Which would make it a rasbora borapetensis.
