Hi guys,need some advive on setting up a 24 gallon,2 foot long
mini reef,do you think a tank of this could a accomodate a single
flame angel?

I would think so. You'll want to provide lots of live rock, and watch any corals you add, but one small fish should do fine in that size tank.

1.5 - 2 pounds per gallon.

1 to 1.5 lbs per gallon are a good start... so you are looking at 24-36 lbs of LR.
But you could also use base rock and seed it with a higher quality LR and save some $$ without really compromising the benefit of LR.

How long shall i leave the tank before i add the Flame Angel
My LFS said 8 months because these fish are very delicate is
this true?,also is it better to get the corals establised first before i
add the fish

You need to be sure that your tank is cycled before you add any type of fish (especially a $50 Flame Angel.) Also, you need to have a large amount of established macro algae growth unless you want it to starve...
They are rather hardy, but not a "cycling fish".
