3wpg, co2 injector(DIY), about 1 bub a second, variety of plants mostly java fern, moss, amazon sword, anubias.

Im using flourish excel. should probably use others? :X

My main question is im using a HOB filter i filled the tank up so the output agitates the surface only slightly. Should i discontinue the use, and just put a small pump in the tank to maintain circulation.
or will a little surface agitation be ok with co2 in only a 10gallon tank.
 
Measure first

Measure the CO2 in the tank before you bother changing anything.

I found that the HOB filter I had kept me at 15 ppm, not bad, it evened out any spikes in the CO2 and thus pH due to DIY rates on constant decline, very high, then falling.

With a different filter, I have had to be more careful to not have high initial rates. That big pH drop is not good for the fish.

With the plants you have, you might be OK to leave it as it is. On a 10 gallon, 3 wpg is not as high as it sounds, you lose a lot to leakage, and reflectors are not really great either probably.
