Is there any problem with running a tube from DIY CO2 into the big tank of a HOB filter? Would too much escape before it makes it into the tank?

Yea, I wouldn't recomend it. I would build your own diffuser. (http://members.tripod.com/njdevilsfan130/do_it_yourself.htm)

I stick the co2 tube into the filter such that the bubbles are caught under the sponge. The plants definitely seem to do better with it than nothing, but perhaps feeding it into a canister filter would be better since there is no air contact in canister filter.
I use aquaclear HOB filters since you can reuse the sponge and dump raw carbon, peat, whatever, under it. Putting co2 into a penquin filter wouldn't work because of the vertical filter material.
