what is it? and is it capable of eating other small fish (like neons) ?

Looks like a Jewel cichlid to me.
What kind of small fish are you planning on putting in with it?

Yeah, they could eat neons. Something like tiger barbs would make more suitable tankmates.

A good rule of thumb- "any fish will eat any other fish that it can fit inside it's mouth."

I would say that Wippit is right. Jewels are like the West African equivelant of Convicts. They have nasty tempers and are very prolific.

They're absolutely nasty, funny you mention convicts because my g/f tried to keep the two together and the jewel killed the convict.
