i thought of one more question.
What is the fastest way to cycle his tank? should i take 30% of my water from my 10 gallon and maybe a plant to speed up the process?

Filter media or gravel will make it go a lot faster. There are little if any bacteria in the water column, so the old water won't help much.
Sorry, can't give demensions on the tank.

the day before he told me he was getting the tank i changed my filter...i have a bio wheel should i give him that? and if i did give him the wheel would that compromise my tank in any way?

if he needs to cycle that 40g quick, give him a established biowheel or filter. it will not likely hurt your tank since you got tons of bacteria in gravel and any surface area of your tank.
theres 2 kinds of standard 40gs.
