I have a 20 gallon planted tank with 2 rams, and 6 neons. Any suggestions that would make suitable tank mates. I know that neons and rams share the same natural environment. Do I have room for any other fish or am I stocked?

Neons actually aren't the best tank mates for rams. Rams like the water nice and warm (above 80F), neons don't seem to handle temps above 78F very well. I would take your neons to your LFS and try to trade them in for either glowlight tetras or cardinal tetras.
Other than that I think that you could have 2-4 kuhli loaches (or smaller cories like pandas) and 3 otos.

I have cardinals in with my ram(its a 15g). I also have lots of amano shrimp and a BN pleco taht is growing out.
For you i would add more neons(or cardinals, if you switch over). If you want a bottom feeder the shrimp are great as they are constantly cleaning up food and algae and dont' contibute much in terms of waste
