I agree....although some puffers are freshwater fish, all the puffer people seem to hang out in the brackish section, so try there :)
Additionally, if you dwarf puffers, I can tell you that the females tend to have bigger, rounder bodies, while the males are longer/more slender. Also, males have a dark stripe all along their belly, but sometimes it's not visible
 
That all depends on what kind of puffer you have. If they are Figure 8 or GSP, only another puffer knows for sure, there are no external sex differences. Neither of those has been successfully bred in captivity yet.
